The Richland County Recreation Commission was created by an act of the SC legislature in 1960. Legislation enacted by the General Assembly established the Rural Recreation Commission in 1961. This legislation defined the Rural Recreation District of Richland County as the entire territory of the county, excluding the city limits of Columbia. A five-member Commission, appointed by the Governor, was tasked with governing the district. In May 1967, legislators modified the 1960 legislation to add two additional Commission members. That same year, the first recreation Superintendent and administrative staff were hired. Under Commission Chairman Tom Linton, the agency began offering recreation to the unincorporated portions of the county. In June 1969, the term "rural" was deleted, and the names Richland County Recreation District and Richland County Recreation Commission were adopted. Mr. Linton served as Chair for 38 years.

The Commission's mission is to enrich lives and connect communities through diverse recreational opportunities. The organization follows Federal and State laws prohibiting discrimination in employment based on race, color, religion, sex, national origin, disability, or age. The commission has received numerous honors for excellence. It has been named several times as a finalist for the National Recreation and Park Association's Gold Medal Award of Excellence. The SC Recreation and Park Association named it the 2008 Agency of the Year. In October 2006, it became the first and only recreation agency in SC to become accredited by the Commission for Accreditation of Recreation and Park Agencies. This accreditation demonstrates an independent evaluation against established benchmarks for quality.

The commission manages parks, open spaces, and recreation programs. Recent activities include a community meeting for input on Kelly Mill Sports Complex Nature Trails. The agency hosted its 2nd Annual College Volleyball Invitational at Bluff Road Park. It also organized the Community Champions Golf Classic at LinRick Golf Course.
