Happy Time Day Care operates under the direction of People's Church of Arnold, Missouri, an Assembly of God congregation, and its children's ministry extends the church's work with young people. The center uses the Abeka curriculum, which incorporates biblical principles alongside standard early-childhood academics, and staff are selected to be both competent and cordial in their care of enrolled children. The facility is described as clean and well-organized, and the program is structured so that children learn while having fun. A separate director oversees daily operations, and the center keeps families updated through its Facebook page.

The center sits on Missouri State Road, just a tenth of a mile from both Muddy Creek and Sherwood Elementary School. The Jefferson County Library Arnold Branch and Jefferson College Arnold are both about a quarter mile away, and Old Lemay Ferry Road runs roughly nine-tenths of a mile from the site near the Maxville neighborhood.

With its combination of daycare, preschool, school-age care, and a heavily field-trip-driven summer program rooted in a church-based children's ministry, Happy Time Daycare serves Arnold families from infancy through the elementary years in a single location next to the elementary school many of its older students attend.
