Victory Camera was started by Boulder native Joshua Cohen in his Boulder apartment in 1999, when the inventory fit in a small closet. He shot pictures for the online store using film, making trips to the One Hour Lab, and the quality of those photos set the business apart from competitors. The business grew, and Joshua opened a retail store in Lafayette in 2011 before moving to its current home in Boulder. The shop has over twenty years of experience and deep knowledge of film and digital cameras, and its stated purpose is to help people enjoy photography whatever their interests or level of experience. The team includes Sam Rawlins, a filmmaker and photographer from the Boulder area who shoots on the Hasselblad 500C/M, Sony a7riii, Nikon F2, and Ursa Mini Pro G2, and Natasha St Cyr, a digital and film photographer who works with the Mamiya 7 and Sony a7iv. The store also sells gift cards, film canister hats, and filters.

The Boulder store sits on 28th Street, a short distance from Valmont Road and close to Goose Creek. Movement Boulder Climbing and Fitness, Boulder Valley Women's Health Center, and the Boulder and White Rock Ditch are all within about a fifth of a mile.

Victory Camera is known for its positive customer rating and for its deep knowledge of film and digital cameras, built over more than two decades of serving photographers in Boulder and Denver.
